It once hosted the city's first beer garden alongside fine Western and Japanese restaurants. Today it's famed for a rose garden of some 310 varieties and 3,700 bushes blooming in May and October, surrounded by retro landmark buildings like Osaka City Central Public Hall — earning a spot among Osaka's 100 Green Landscapes.
