Johannis de Rijke, the Dutch engineer who came to Japan in 1873, left a considerable legacy in the country's forest and flood management. Kyoto Prefecture began laying out this park along the Fudo River in 1982 in recognition of that work, and since its completion it has drawn a steady stream of visitors out for the day.
